Objective
The purpose of this RFP is to provide the Oklahoma Association of Realtors with information needed to evaluate the experience, capabilities and services provided through McSPADDEN | MILNER | ROTT for their government relations needs.
Goals
As outlined in your RFP, the Oklahoma Association of Realtors (OAR) is searching for a contractual relationship with a government affairs firm that can advocate on behalf of OAR’s 10,000 + members in accord with the public policy agenda set forth by staff and members.
Solution
There are a myriad of issues dealing with property, property rights, construction, licensing, and financing that directly, or indirectly, affect the membership of OAR. It is incumbent upon the OAR leadership and staff to select a government affairs professional(s) who is well versed in a multitude of issues and who has issue campaign experience.
Legislative Blueprint
Work with OAR Legislative Committee and leadership to ascertain 2017 priority bills still viable for 2018
Develop educational pieces for distribution during interim to selected House/Senate committee members.
Identify key issues such as HB 1519 (Homebuyers Savings Account Act) and HB 1366 (Electronic notarization) and thoroughly educate committee members to insure its passage in 2018.
Identify key legislative leaders with sound debate experience and a successful track record on OAR priority issues. Organize meetings with legislators and client(s) to educate and garner their support. This includes identifying House and Senate authors for legislation in 2018.
Develop grassroots organization and organize interim meetings by congressional districts.
Develop talking points and support materials to be used as legislative handouts and grassroots / grasstops education pieces.
Educate members of House and Senate standing committees, which will have legislative purview. Educate those members through direct and indirect lobbying efforts.
Identify other associations/trade groups as proponents and opponents of legislative reforms. Secure support of reforms by the proponents and minimize objections of possible opponents.
Terms
McSPADDEN | MILNER | ROTT proposes a contract for a one-year term (12 months) at six thousand dollars ($6,000) per month.
Summary
It is our perspective that OAR has a robust legislative agenda and is best served by a firm like McSPADDEN | MILNER | ROTT. At any given time, we have 5 lobbyists that we can deploy on any issue. We also have vast experience in the legislative and political realm that enhances our ability to effect the outcome of any legislation or government regulation. That experience includes many of the issues that you deal with annually - from tort reform, telecommunications, housing tax credits, licensing and economic development.
It is our belief that our track record demonstrates our efficacy. We welcome the opportunity to represent OAR in this upcoming legislative session, and sessions to come.
